One of the potential electric car buyer’s main concerns is finding a place to charge the vehicle. There are no fast-charging stations between Ukrainian cities which makes it very difficult to drive electric cars long-distance. However, the situation is slowly changing. In 2018, a Ukrainian company DTEK installed ten 50-kilowatt charging stations around Kyiv, mostly in business centers and shopping malls.

Unlike in other European countries, Ukraine’s government doesn’t provide any subsidies to stimulate electric vehicle sales. The only incentives offered are VAT, excise, and customs duties exemptions for imported electric vehicles, which will remain in effect until 2022 .

Heavy Duty Market

The trucks sales have been growing in Ukraine for the last three years which a good sign for a business activity in the country. In 2018, 4 684 units (total weight > 3.5 tons) were sold which is 21.9 percent more than in 2017 . The market leaders were MAZ with 884 vehicles sold in 2018, and Mercedes-Benz, with 664 vehicles.

Used and Remanufactured Market

The Customs Code of Ukraine allows importing used cars to Ukraine. In November 2018, the Parliament of Ukraine adopted Law 8487 imposing a new formula for excise tax calculation: the base rate (50 euros for petrol cars and 75 euros for diesel cars) multiplied by vehicle engine capacity in liters and age. According to the new law, used cars meeting the environmental standard EURO-2 and higher are permitted for import. Experts believe these changes will stimulate used car imports from the U.S., Middle East and Asia.

There are no quotas or limitations on the importation of motor vehicle parts unless they are listed as dual-purpose items. Remanufactured/rebuilt products are subject to the same regulations that apply to the import of new parts. There are no quotas for remanufactured/rebuilt car parts. The most promising market segments are truck operators and public transportation companies.
