Preparing Offenders for reentry

The State Board of Pardons and Paroles seeks changed behavior in offenders who are parole eligible. Parole in Georgia is discretionary. Offenders become parole eligible according to their sentence. The Board doesn't determine who is eligible; state sentencing statutes make that determination. The Board must consider eligible offenders, but there is no right or "liberty Interest" to parole in Georgia. Parole is discretionary and the Board has constitutional authority to determine if an offender will be released on parole and if so, when.
