Institute of the Americas ’ 40th anniversary celebration honored the Founder , Ambassador Theodore E . Gildred II , who lived in Rancho Santa Fe for decades , and those who provided the Institute with early strategic support . Attendees met special guest Ambassador Thomas A . Shannon Jr ., who served as Under Secretary of State for Political Affairs , the third highest ranking position at the State Department . The celebration also honored UCSD Chancellor Pradeep Khosla , PhD . and other distinguished San Diego supporters .
