The Statue of Liberty welcomes all those entering the United States , its “ huddled masses yearning to be free .” In 1876 , that sentiment was evident when the first Legal Aid Society was established in New York City . It was a private , charitable program , defending the rights of European immigrants , unfairly denied equality before the law , the right to counsel and the right to a fair trial .
Subsequently , after President Lyndon Johnson ’ s 1964 “ War on Poverty ” established the Legal Services Program , those rights were pursued throughout the United States through legal aid programs . By 2015 , nearly 300 such organizations existed . They provided a range of legal programs dedicated to providing free legal assistance to those who could not afford to hire a lawyer .
