Department Accreditation
On March 26, 1994, the Garner Police Department became accredited by the Commission for the Accreditation of Law Enforcement Agencies, Inc.( CALEA). The department has pursued and maintained its accredited status to benchmark our policies and procedures against international best practices for law enforcement agencies. This ensures effective service delivery to the citizens of Garner and demonstrates a commitment to professionalism through voluntary adherence to national standards.
The Garner Police Department has received its tenth re-accreditation from the CALEA Commission. As part of this process, the agency must submit annual reports and department statistics and undergo a yearly electronic file review by a CALEA Compliance Service Member to verify ongoing compliance with the standards essential for law enforcement accreditation. The Garner Police Department adheres to version 6.17 of the Law Enforcement Standards manual, which encompasses 461 procedural standards. CALEA accreditation is now granted for four years.

Complaint Investigation
The Garner Police Department investigates all complaints made by citizens, regardless of the source or the method of communication. Complaints are generally categorized as either allegations of serious misconduct or performance-related issues. The department employs electronic tracking software to record and monitor all complaints brought to its attention.
Allegations of serious misconduct refer to complaints that claim corruption, misuse of force, violations of the law, infringements of an individual’ s civil rights, or significant breaches of department policy or employee conduct rules.
Performance complaints usually claim inappropriate behavior or response by an employee, improper operation of a police vehicle, violations of department policies or employee rules, or any other actions or inactions that do not equate to an allegation of misconduct.
Upon conclusion of an investigation, each complaint is assigned one of the following findings: Sustained— Findings indicate sufficient evidence to prove the allegation or complaint.
