Staff Achievements and Promotions

Hello, I’m Terry Barnard, Chairman of the State Board of Pardons and Paroles. While partnering with the Department of Community Supervision (DCS) and the Department of Corrections, the Parole Board continues to place public safety as our primary focus and number one priority as the Board functions in its constitutional role of reviewing cases and determining which offenders may be transitioned to community supervision through a parole release.

Board decisions are data driven and based on quality work provided by our clemency staff as cases are presented to the Board.

Releases are granted with the highest confidence that once on parole, DCS will provide superior oversight and invaluable skills to assist former inmates in charting a successful career path.

Additionally, as the Board functions day-to-day, we will ensure victim rights through notification and make available to victims an opportunity to make their interest a part of the parole process.

Congratulations to Tiffany Clark (above) for being the only Board employee to obtain a Master Instructor Certification! Clark is a hearing examiner in the Clemency Division and a training instructor for the agency. As a training instructor in order to become a master instructor, instructors must teach the instructor training class and evaluate final presentations. The process takes a little more than two years.

Caryl Deems has been promoted as an Assistant Director of Clemency. She was serving as Clemency's statewide investigations manager.

Deems previously served as a regional director, chief parole officer and as a parole officer. She began her career with the Parole Board in 1987. She earned a General POST Instructor certification in 1990 and a Defensive Tactics Instructor certification in 1992. She was selected the Parole Officer of the Year in 1995.

Deems has a BA in Sociology from Mercer University and a Master of Business Administration from Georgia College and State University.
