EOC ACTIVATION LEVELS

LEVEL 3: Monitoring by OEM Duty Officer for potential escalation.

LEVEL 2: Partial activation with key internal and external partners.

LEVEL 1: Full activation with all partners for major emergencies.

OEM ROLE – FIFA WORLD CUP 2026

• Coordinate with local, state, and federal partners for North Central Texas FIFA 2026 planning.

• Help establish the Regional Public Safety Planning Committee( RPSPC)

• Form and coordinate 11 Expert Planning Teams( EPTs) covering all public safety areas.

• Serve as liaison between the RPSPC and EPTs to align with FIFA and Host City standards.

• Chair the Emergency Management EPT for the Arlington FIFA venue

• Represent Dallas in FIFA’ s Emergency Preparedness Working Group across all 16 host cities.

• Actively participate in FEMA Region VI World Cup planning.

• Convene regular meetings with all 11 U. S. host cities— quarterly and annually at the National Homeland Security Conference.

• Deliver 30 + presentations statewide to align public safety efforts.
