During his tenure, he implemented many programs including a physical fitness program with annual physicals and fitness standards, officer training programs, vertical ventilation tactics, instituted a hazardous materials response team, created an Incident Command System for the EOC, established mutual aid agreements with neighboring cities, and expanded public safety programs. In March 2017, he returned to Arlington for the first time since his retirement and is pictured with many of the department's highest ranking leaders who he had a hand in hiring, promoting, or developing. Chief Strickland passed away on February 23, 2018. “Chief Bill Strickland was a great and honorable man who loved his family as well as the fire service. His professional example and leadership still impacts the Arlington Fire Department today.
