In Fiscal 2013, the Arlington Fire Department Fire Chief made performance measurements
a critical aspect of organizational goals and processes. Part of that initiative was
implementing the National Fire Protection Association (NFPA) 1710, 2010 Edition, section
4.1.2.1 new response objectives, which include the following for the first emergency
response unit arriving on-scene.

Goals
1. EMS calls Total Response Time is 300
seconds or 05:00.
2. Fire calls Total Response Time is 320
seconds or 05:20.
3. Other emergency calls Total Response Time
is 320 seconds or 05:20.
