Project Description The Downtown Garner area falls within the Swift Creek watershed upstream of Lake Benson , which is subject to state watershed water supply regulations due to the use of Lake Benson as a drinking water source . Due to these requirements , there are higher restrictions on impervious surface and greater requirements for stormwater treatment than in other areas of Town . To achieve the density desired downtown , implementing stormwater controls on a regional level will likely be necessary . This project will study the options available for regional stormwater management in the downtown Garner area .
Purpose of Project This project will study regional options for stormwater management in the downtown Garner area , allowing the Town and developers to continue to pursue higher density growth in the region while maintaining compliance with state regulations and protecting the drinking water supply .
