Ecopetrol, Green Hydrogen Plant – Cartagena, Colombia
Petroleum company Ecopetrol SA will build a 5 MW-capacity green hydrogen plant at its refinery in Cartagena. The plant is expected to produce 800 tons of 99.97 % pure hydrogen and will also contribute to a reduction of 7,700 tonnes of CO2 per year once it becomes operational in the first half of 2026. Ecopetrol asserts the new green hydrogen facility will be the largest in Latin America. The 22-MW Cartagena Refinery Solar Farm will power the green hydrogen plant and reap the benefits of electrolytic hydrogen and its emissions-reducing properties. Construction of the plant coincides with Ecopetrol’ s carbon-neutrality goals associated with Scopes 1 and 2 emissions. The plant’ s operating capacity facilitates Ecopetrol’ s ability to develop larger projects in the future. 5

The“ Morocco Offer”
King Mohammed VI of Morocco and PM Aziz Akhannouch led a meeting of the steering committee overseeing the " Morocco Offer " in March, aimed at positioning Morocco among the leading countries in the green hydrogen sector. During this meeting, five national and international investors were selected to carry out six projects across the three southern regions of the Kingdom, with a total investment of 319 billion dirhams( 86.8 billion USD).
These investors include leading companies in the field of green hydrogen from their respective countries. The investor consortium ORNX comprises the American company Ortus, the Spanish company Acciona, and the German company Nordex, which will invest in ammonia production. Another consortium, consisting of the Emirati company Taqa and the Spanish company Cepsa, will focus on ammonia and industrial fuel production. Additionally, the Moroccan company Nareva will invest in ammonia, industrial fuel, and green steel production. The Saudi company ACWA Power will also produce green steel, while a consortium of Chinese companies, UEG and China Three Gorges, is set to produce ammonia.
During the meeting, the PM emphasized that the government has established a positive dynamic based on precision and rigor in implementing the " Morocco Offer " for green hydrogen. This aligns with the High Royal Directives from the Throne Speech of July 29, in which the King urged the government to ensure the swift and high-quality implementation of the " Morocco Offer " in green hydrogen. The objective is to maximize the country ' s advantages in this sector and meet the expectations of global investors in this promising industry. 1
