Launching its Road to Zero – the
next steps – the government’s stated
ambition is to lead the world in zero
emission vehicle technology. To achieve
this, steps will be taken to enable ‘a
massive roll-out of infrastructure to
support an electric vehicle revolution’.
Over the next 10 years, UK roads
are ‘set for the biggest technology
advancement since the invention of the
combustion engine’ said Chris Grayling,
secretary of state for transport.
So, what do those working in
storage, distribution and transport think
of this revolution?
Whilst accepting the need to
decarbonise, the Petrol Retailers’
Association (PRA) and the Tank Storage
Association (TSA), have expressed fears
relating to direction – the strategy
predominantly focuses on electrifi cation
and the subsidies to be made available –
the pace of change
and its impact.

Brian Madderson said that it was wrong
to try to second guess the market and
unfair to mandate charge points being
made available at motorway services
areas. Brian sees larger sites holding
back on investment in new technologies
as they wait to see if they’re just dictated
to; with some smaller sites put out of
business.
In its call for ‘careful consideration
and planning’ on the decarbonisation
journey, the TSA has raised signifi cant
concerns affecting bulk liquid storage
and the downstream oil industry. Among
these concerns is the need to consider
emerging technologies such as e-fuels
and Power to Liquid (PtL), and the impact
on the viability of assets needed for
current and near-term fuel demand.
Also, to be considered during the
transition to full decarbonisation is how
the UK’s duty defi cit of £28.2 billion
(estimated on all fuels 2018-2019) will
be addressed? Presumably those electric
charge points will be suitably charged?
