Delivering energy justice On a recent visit to write an article for a future issue of Fuel Oil News, the conversation turned to energy justice. Investigating the subject further – blogs, books, academic papers and social media posts – are fuelling a worldwide call to give power to the people. This month the focus of the UK Energy Research Centre’s annual conference is on local energy systems. Highlighted in the UK’s Industrial Strategy and the Prospering from the Energy Revolution programme, as being able ‘to facilitate faster decarbonisation than large scale systems, while providing welfare and economic benefi ts.’ Among the authors of Energy justice: a conceptual review is Dr Kirsten Jenkins who reports that energy issues are ‘often treated as technical problems with technical fi xes’, which rely on scientists, economists and engineers to deliver solutions. This rather neglects the human side of energy where there are winners and losers, a point recently noted by OFTEC CEO Paul Rose when commenting on the publication of UK homes: fi t for the future? “We need to bring people back to the heart of energy decisions,” says Kirsten; something echoed in recent communications by FPS CEO Guy Pulham and Ireland representative Nick Hayes, in response to the Renewable Energy Association’s Bio Energy Review and Ireland’s Draft National Energy and Climate Plan 2021-2030. ‘Switching from fossil fuel to renewables is not going to happen overnight, nor without consequences for industry and consumers; fi nding solutions to enable this to happen in a cost-effective and energy effi cient way is key.’ In Ireland alone, FPS members still deliver heating oil to 686,000 households; ‘many customers simply won’t be able to afford the upfront installation costs of some low carbon electric energy technologies and, even those that can, will potentially end up paying more for running costs.’ Does that deliver energy justice?
