Shifting Burden for Funding Education Larger tax receipts aren’t adding up to more money per student to operate Frisco ISD schools, due to the way Texas funds public education. As the tax base grows and more revenue for schools is generated locally, the state reduces its share of funding. Increasingly, Frisco ISD taxpayers are paying more and more of the total bill, while the state pays less. The money the state would have appropriated to education is spent elsewhere.
