Fragrance Creators Expands
Dialogue with EPA Admin & Staff
Group shared solutions for challenges with the new chemicals
program, advocating for approval of new fragrance ingredients
On March 15, 2019, Fragrance Creators staff
and members had a successful meeting with
newly confirmed head of the Environmen-
tal Protection Agency’s (EPA’s) Office of
Chemical Safety and Pollution Prevention
(OCSPP), Alexandra Dunn, Ph.D., and her
staff at EPA offices in Washington, D.C.
Continuing its established dialogue with
EPA, Fragrance Creators presented data and
solutions to address stalled industry inno-
vation—an unintended consequence of the
new chemicals approval process. Fragrance
Creators members spoke to the challenges
their companies face as both new chemi-
cal creators and buyers, providing direct
examples of burdensome requirements and
their impacts throughout the fragrance value
chain, all of which was illuminating for EPA
staff.
Representing the fragrance industry were
the following:
- Robert Bedoukian, Ph.D., President,
Bedoukian Research, and Fragrance
Creators Board Member
- Julie Froelicher, Associate Director,
North America Regulatory & Technical,
Global Product Stewardship, Procter &
Gamble
- Kelli Heinz, Vice President, Market-
ing & Industry Affairs, Bell Flavors &
Fragrances, Inc., and Fragrance Creators
Board Member

- Taiwo Koyejo, Ph.D., Chief Regulatory
Scientist, Fragrance Creators Association
- Lia Dangelico, Director, Communica-

All agreed it was an engaging and pro-
ductive meeting, with Administrator Dunn
requesting a follow-up meeting and further
dialogue. Fragrance Creators is appreciative
of EPA and Administrator Dunn’s openness
and willingness to make progress on new
chemicals. At the 2019 Global Chemical
Regulations Conference in early March 2019
in Washington, D.C., Dunn acknowledged
the agency has not been moving as quickly
as she’d like and assured attendees she is
prepared for a full regulatory lineup in 2019.
