passengers in 2017. This police deployment spearheads the newly formed “power
shifts,” which are a vital part of the traffic management plan for Project Journey, a $1
billion construction project at Reagan National Airport.

Officers on the “power shifts” dedicate their attention to motorists, and are “not
tied to the radio,” said John Damskey, Deputy Chief of Police at the Metropolitan
Washington Airports Authority. Instead of awaiting direction from dispatchers,
power shifts concentrate on ensuring drivers and passengers keep moving amidst
traffic cones and construction barricades. “Remaining flexible in a variety of
situations is the name of the game,” he said. Tulsa, OK (TUL) began 4/11/18 (2x weekly)
Frontier Airlines began offering two flights per
week connecting Washington Dulles to Tulsa,
Oklahoma. Flights depart Dulles International on
Wednesday and Saturday at 4:25 p.m.
Project Journey is a multi-faceted project at Reagan National that will improve the
passenger experience, with New Security Checkpoints at Terminal B/C and a new
14-gate North Terminal concourse that will replace Gate 35X. Construction began in
2017, and in the first year, the biggest impacts will be on the Arrivals roadway in front
of Terminal B/C. The first lane closures for the rest of this year began in February,
followed by more closures that have potential to increase traffic congestion during
peak travel times. San Salvador (SAL) begins 5/17/18 (2x weekly)
Volairis will begin offering two flights per week
connecting Washington Dulles to San Salvador,
El Salvador.
Police at Reagan National are no strangers to high traffic days due to holidays and
high travel seasons. Their methods for handling traffic congestion grow with each
occurrence as they learn what works the best. “We’re doing this for Project Journey,
but we deal with this every Thanksgiving and every May,” which is Reagan National’s
busiest travel month, Damskey said. The officers developed methods to anticipate
congestion near the terminals and deliver an efficient and coordinated response.
They also rely on technology, and the extensive camera system at Reagan National
to pinpoint congestion on the airport as it develops. They even turned to computer
modeling to determine the optimal placement of electronic signs.
For drivers, Damskey offers this advice: “If you do drive, be patient,” he said. “Come
with the understanding of the challenges we have on our roadways.”
