3 LEARNING BY TURNING UP...? Absence from school at the upper secondary level is a hot topic in Norway these days. In recent weeks there have actually been strikes among pupils against an absence limit that is set to be introduced next term. The Norwegian Government is set to introduce a rule that limits the absence a pupil may have in any given subject per term, to maximum 10%. What this means in practice is that if a pupil misses out on more than 10% of the classes in any given subject, she risks not being marked, thus failing that particular subject. 13
