Jennifer Mena , Management Analyst for the Santa Clara Valley Transportation Authority ’ s Office of Business Diversity Programs , encouraged contractors to register online as a vendor and subscribe to their solicitation list , observing that this is the only way to receive notifications on new projects and procurement needs . Reviewing the agency ’ s procurement page , she told attendees , “ As you view the solicitations , look for the list of followers […]. You will note the firms that designate themselves as either prime or sub […] and you ’ ll want to target them to offer them your goods and services .” She additionally recommended that SBEs and DBEs highlight their certification number { s ) when contacting primes and subs . She admonished that all bids or proposals must be submitted electronically through the agency ’ s procurement portal . Upcoming VTA projects include BART Silicon Valley Phase II , state route and expressway work , and transit center development .
