The chief passed the assessment which may now be rolled out to other fire services. Academy Station Manager Craig Gregory said: “The chief fire officer demonstrated his leadership and command skills throughout a challenging incident scenario testing both tactical and strategic thinking. “He was joined by strategic managers from partner agencies to resolve a significant scenario affecting Hampshire and the Isle of Wight.” The assessment organiser and Academy Trainer Karl Manners said: “I would like to thank all the internal staff and external agencies who have made this assessment as challenging and realistic as possible.” Previously, he was the Director of Prevention, Protection and Road Safety on the Chief Fire Officer’s Association for a three year term and been a Director of CFOA’s trading arms. He is also currently South East Regional Chair of the Association of Principal Fire Officers. The scenario was planned down to the most minute detail with fake radio bulletins on the incident being played as the chief was being taken to the scene and a press scrum afterwards featuring a former member of the national press. A Londoner by birth, he joined Surrey Fire Brigade in 1986 moving up the ranks to be Assistant Chief Fire Officer in the county in 2001. He led on the development of an Integrated Risk Management Plan for Surrey and was then in charge of Service delivery. Dave joined Hampshire Fire and Rescue Service in 2004 as Deputy Chief Officer. Dave holds a Masters in Business Administration and a Master of Science in Fire Command and Management. Having completed the Brigade Command Course in 2002, he was the first person in the Fire Service to be invited to undertake the Defence Strategic Leadership Programme. Dave has also undertaken the Top Managers Programme run by the National School of Government and recently completed the Windsor Leadership Trust Development programme. Dave was appointed as Chief Officer of Hampshire Fire and Rescue Service in January 2015. Dave was the Director of HFRS’s trading arm 3SFire since its inception in February 2013 and until April 2015 and is the Service’s diversity lead on sexual orientation. 19
