The total investment of Guangxi Nanning Public Security Bureau Innovative Equipment for Social
Management Procurement Project Utilizing the Israeli Government Loan (hereafter “the Project”) is RMB
109,340,000. The amount of the Israeli Government Loan is USD 15,000,000 (approximately equivalent
to RMB 93,000,000, with the reference exchange rate: 6.2:1) and the amount of the counterpart fund is
RMB 16,340,000, which was allocated by the financial budget of Nanning City. On January 30th, 2016, the
contract for the Project was signed and was to be reviewed by the Ministry of Finance of Israel.
The Project will import equipment with the value of USD 7,700,000 from Israel, which accounts for 51.33%
of the contract value. The equipment mainly includes XIV high-end storage systems (6 sets) and virtualized
engine SVC Fiber switches (2 sets) of IBM, etc. The Project is also going to purchase such hardware and
software facilities as 10 GB switch, firewall, a cyber-security product, a blade server, storage hardware,
a virtual server, database, LCD large screen splicing, video processing and control system, the video
conference system and conference amplifying system. The loan will be used to build the informatization
social management technology structure of the public security of Nanning City, which is based at the main
data center room, the disaster backup data center, the multi-functional commanding center and the image
control center.
The construction period of the project will be of one year. After completion, it will help in setting up the
interactive platform between police and citizens, enabling citizens to deal with public security issues and
access the public security management information at home. It will also improve the speed and efficiency of
the police’s response, thus improving the insufficient manpower issue in tackling the high-frequency public
security cases, deterring potential criminals and solving problems that are closely linked with the safety of
people’s lives and property. The specific outcomes are as follows:
