Cooperation and Development—Celebration of the 20th Anniversary
of the Government Loan Cooperation between the People’s Republic of China and the State of Israel
The Second Affiliated Hospital of the University
of South China Project of Hengyang City,
Hunan Province
In order to raise the medical teaching and research levels and improve medical services, through careful
research, the Second Affiliated Hospital of the University of South China decided to apply for an Israeli
Government loan for the procurement of medical equipment in January 2012. In June, Eliran Elimelech, the
Commercial Attaché at the Israeli Embassy in Beijing, paid a visit to the hospital and considered the project
eligible to apply for the loan after consultations. The project was approved by both NDRC and MOF in 2012.
In April 2013, the procurement contract was signed.
The hospital utilized the Israeli Government loan of USD 9.9999 million to import medical equipment,
including one GE 3.0T MRI, one GE Cardiovascular Imaging System, four set of GE Advanced Anesthesia,
one Philips Super-advanced 256-layer iCT, one Philips 128-layer CT and one Carl Zeiss Operation
Microscope, etc.
All the equipment had been installed and commissioned by the end of 2013, and has been in smooth
operation since.
The project has greatly improved the medical conditions and technical level and shortened the waiting
time of the patients. The 3.0T MRI system plays a significant role in scientific research with which the
Radiology Tomography Department at the hospital has completed and published research papers including
the Application Value of Early Diagnosis and Prognosis Examination of Newborn Bilirubin Encephalopathy
by MRI Combined with 1H-MRS, and the Research on Application of Intravoxel Incoherent Motion MR
Diffusion-Weighted Imaging in Lung Cancer TNM Staging, etc.
