Cooperation and Development—Celebration of the 20th Anniversary of the Government Loan Cooperation between the People’s Republic of China and the State of Israel Handan Central Hospital Project of Hebei Province Handan Central Hospital is the city’s largest Class-A, grade 3 general hospital located in its downtown area. Rapid development in the eastern part of the city and in the Donghuan Economic and Technology Development Zone resulted in a massive number of residents moving to this area. However this part of the city still lacks comprehensive medical institutions providing medical services for its residents. In order to effectively solve this problem the municipal government decided to build the Eastern Branch of Handan Central Hospital in 2009. This comprehensive hospital covers a total area of about 80,040 square meters and is equipped with 1360 beds. In 2011 Handan Central Hospital applied for Israeli Government Loan in an amount of USD 23,510,000 in order to purchase 93 sets of medical equipment for the Eastern Branch, including high-end CTs, NMR, DSA, digital gastrointestinal X-ray machines, DR, breast X-rays, CDU, anesthesia machines, monitors, etc. The project was approved by both the NDRC and MOF in 2012 and the procurement contract came into effect in September 2013. Since then the equipment listed under the contract had been delivered and installed in batches. By the end of October 2014, almost all the equipment had been put into operation, and the relevant trainings had been completed as well. The Eastern Branch Hospital then subsequently started its operation. Since the beginning of its operation the Eastern Branch Hospital has received more than 20,000 inpatients. It has greatly improved the accessibility of medical treatments and hospitalization and has been a positive contribution to the local residents. The advanced equipment purchased under the Project has strongly pushed forward the development of new technologies in the hospital as well as the development of medical services. In addition, the equipment has been providing the hospital with solid hardware support to the all-round cooperation with the First Hospital of Beijing University and plays an important role in implementing the strategy of Beijing-Tianjin-Hebei Integration as well. Many new medical technologies have been spread to the neighboring regions of Shanxi, Hebei, Shandong and Henan provinces, which is gradually helping the hospital become the regional medical center. 31
