The City of Laguna Niguel was incorporated on December 1 , 1989 , and is organized as a General Law City with a City Council / City Manager form of government . The City has a team of 64 full-time city employees augmented by contract employees , and outsources several services including street and landscape maintenance , water services , residential solid waste collection , street-sweeping , police services , fire services , and building services .

The City of Laguna Niguel has a rich history of conservative fiscal stewardship , enjoys healthy reserves , and has zero debt . The City ’ s adopted budget for Fiscal Year 2022 / 2023 has a general fund budget of $ 49.0 Million and a total operating budget of $ 66.0 Million . The general fund reserves include a combination of restricted , committed , assigned , and unassigned reserves totaling approximately $ 44.0 Million . Reporting to the City Manager , the Finance Director directs the activities and all operations of the Finance Department . This position provides highly responsible and complex support to the City Manager , coordinates assigned activities with other City departments and outside agencies , and assists in planning , directing and reviewing the financial activities and operations of the City .
