Hard-to-fill Position refers to position that remains vacant for 3 months or longer despite
recruitment effort. Chief executives, directors, partners and owners as well as Clerical Support
Workers are the most common hard to fill position across the PSA sectors. Apart from that,
Professionals and Technicians and Associate Professionals job categories also emerged as
hard-to-fill positions within each of the PSA sectors.
