Case Study: SkillsFuture Earn and Learn Programmes (ELPs) in Singapore
OBJECTIVE
ELP is a work-learn programme that gives fresh graduates from polytechnics and the Institute of
Technical Education (ITE) a head-start in careers related to their discipline of study. It provides them
with more opportunities after graduation, to build on the skills and knowledge they acquired in school,
and better supports their transition into the workforce.
BACKGROUND
Since 2015, the SkillsFuture ELP has been introduced in 25 sectors, including Professional Services
such as Accountancy, Visual Communications, UX Design and Management, and Branding and
Digital Marketing.
This programme is designed in collaboration with industry to ensure relevance to employers and the
growth of the sector.
MECHANISM
Participating employers can recruit local fresh talent, within three years of graduation or the
Operationally Ready Date for National Servicemen and prepare them to take up suitable job roles.
Individuals will undergo a 12- to 18-month structured training programme, depending on the sector
and job requirements. The programme includes:

Structured Career Development Pathway within the organisation upon programme completion
