National Employment Returns (NER) 2018 4. GEOGRAPHICAL, INDUSTRY AND OCCUPATIONAL COVERAGE The NER 2018 targeted private sector establishments nationwide covering all 13 states and the federal territories. Establishments across all industries were covered at MSIC 1-digit level, while occupations were covered at the MASCO 2-digit level. According to the latest census, there is a total of 903,818 establishments across all industries. There are 21 industries / sections within the MSIC, which is further broken down into 88 divisions. The following 3 MSIC sections were excluded from the study: 1. Section O: Public administration and defense; compulsory social security, which includes activities of a governmental nature normally carried out by the public administration 2. Section T: Activities of households as employers; undifferentiated goods and services- producing activities of households for own use 3. Section U: Activities of extraterritorial organisations and bodies This is because Section O covers the public sector, Section T covers activities of households as employers of domestic personnel such as maids, cooks, chauffeurs, gardeners, etc., as well as activities of households that produce goods or services for their own subsistence (hence, establishments will not be covered), while Section U includes activities of international organisations as well as diplomatic and consular missions, which have minimal employed persons (less than 1,000 in 2016 based on Labour Force Survey). 9
