which it should express this sense depends upon the reason ( s ) why it is considered to be significant and therefore deserving of historic district designation . If the subdivision is significant because of its physical attributes or the quality of its design , the properties within it should retain their historic physical character to a higher degree than a subdivision that is significant for its associations with important historical events , trends , or persons . The current study referred to the NPS Bulletin 15 , which recognizes “ seven aspects or qualities that , in various combinations , define integrity .” As defined by NPS , the Seven Aspects of Integrity are :
• Integrity of Location
• Integrity of Design
• Integrity of Setting
• Integrity of Materials
• Integrity of Workmanship
• Integrity of Feeling
• Integrity of Association
In order to assess the integrity of each targeted subdivision , the survey effort undertook a systematic evaluation of the individual components within each unit / subdivision . Specifically , the survey noted :
• The character of the existing building stock within each subdivision , recording the extent and types of alterations to original materials and / or forms ;
• Apparent alterations to the original subdivision layout and design ;
• The removal / teardown of significant architectural , infrastructural , or landscape features within each subdivision ;
• The construction date range ; and
• The presence of non-historic infill .
Within Arlington , a subdivision that is noteworthy because of its historical significance typically must retain its Integrity of Setting , Feeling , and Association to the extent that it adequately reflects its relationship to an identified important historic event , person , trend , or pattern . For a subdivision that is significant for its design or planning principles , the majority ( 50 percent or more ) of resources must retain its Integrity of Location , Design , Workmanship , Materials , Feeling , and Association to the extent that it clearly contributes to the overall historic architectural character / design of the subdivision .
Step5 . Assign Priority Assessments Based upon the previously discussed criteria for evaluation , the survey assessed each targeted subdivision within a local context and assigned each a HIGH / MEDIUM / LOW rating that defined its relative significance and potential for designation as a historic district .
