According to Poblador, Federalism has a negative effect in our society. He believes that the Philippines are made up of divided regions, local government, economic, religions, communities, and ethnic groups. These divided regions work together as one by negotiating and coordinating to one another in a democratic context. But, when it is in federal context this will be the situation. Regions in the Philippines are required to focus more on their own state rather than dividing their focus to other states because of the competition. States are obligated to be independent of their own by using their available resources and use it to improve their communities. Instead of regions uniting and working to one another, they are now competing and becoming more divided because of Federalism.

This situation is not applicable in the Philippines because instead of uniting these regions due to the geographic structure of the country they are starting to put walls against one another. As a result, there are states that will have a hard time to develop due to poor availability of resources or other basic commodities.
