The ideal candidates for judges will be individuals who are interested in the subject area and have some experience with it . They do not necessarily need to be civil engineers ! Judges will be expected to fully read and understand the rules , attend the final paper presentations , and choose the award-winning paper / presentation . Each competition ’ s final panel of judges can adjust the grading rubrics as they see fit .
