Businesses wishing to participate in the Enhanced Construction Outreach Program as LBEs , SLEBs , MBEs or WBEs are required to be certified as such and must provide valid certification documentation with their bid responses . ANOTHER ( BRIEF ) UPDATE FROM THE COUNTY : On October 8 , 2020 , the Alameda County Board of Supervisors renewed the Project Stabilization / Community Benefits Agreement with the Alameda County Building Trades Council . Board President Supervisor Richard Valle remarked , “ We are a labor-friendly county and are pleased to renew the PS / CBA , as it confirms our commitment to maximizing opportunities for local residents , especially disadvantaged residents .” Keep an eye out for information regarding implementation of the PS / CBA in CTAP ’ s Weekly Blast newsletter .
