and Leroy have decided to bring in third party assistance to get up to speed with the company ’ s administrative tasks , are actively seeking resources to help them manage their cash flow and certified payroll while taking on more projects , and have been gaining an in-depth understanding of the additional requirements for contracts containing a PSA agreement . Excited about increasing their participation in upcoming projects , Melvin and Leroy are at the same time quick to recommend that other small businesses take the time to fully understand contract requirements before getting in over their heads . “ While we can handle the scope of work of most public projects ,” says Melvin , “ Some contract clauses can present a significant barrier for small businesses like ours because having sufficient cash flow to meet the payroll and project costs is our biggest challenge . We are limited by how much capital we have to work with to purchase materials and pay our workers .”
