They ’ ve also taken the time to review our first bids to make sure we don ’ t miss anything .” To further their knowledge , Melvin and Leroy have been participating in classes and workshops offered by the CTAP , the Alameda County Public Works Agency and the Northern California Procurement Technical Assistance Center ( NorCal PTAC ), where they take every opportunity to network with agency representatives , primes and peers . “ ProVen and NorCal PTAC ’ s Ed Duarte ( retired CEO of Aztec Consultants , a professional construction management company and general contracting firm ) have also been instrumental as mentors and resources ,” notes Melvin , “ and we ’ ve also benefitted from meeting Paul Pendergrass , whose work supports small business .”
