Participating in the workshop certainly proved worthwhile for Garay, as he subsequently earned a spot on the PQOC list. The city’ s lottery system also randomly ranked him near the top of the drawing pull order, so his company was one of the first to be assigned CLC project work. To prepare for the work his company would receive, Garay attended a training academy held by the city’ s DPW and another held by MWIS in the summer of 2024, both intended to provide important guidance to first-time CLC participants.
