THE CITY OF OAKLAND ’ S RFQ of long-term partnerships with a pool of contractors , fostering collaboration trust , and understanding for smoother project execution and improved outcomes , as well as having a pool of prequalified contractors which helps reduce risks associated with emergencies or unforeseen circumstances , promoting a consistency of construction services .
The RFQ notice states that as specific projects arise , bids will be solicited from the contractor pool with the appropriate license . Potential projects involve parks and athletic fields ; recreation centers ; libraries ; administration buildings ; sidewalks and curb ramps ; creeks and waterways ; small and large full trash capture devices in the storm drainage system , green stormwater infrastructure , stormwater drainage infrastructure , and other associated work .
Contractors previously qualified and approved for 2023 On-Call General Construction Services do not need to resubmit SOQs . Contractors who previously submitted SOQs but were not approved by the City for 2023 On- Call General Construction Services are required to re-submit their SOQs for this RFQ .
Under this arrangement , the anticipated not-to-exceed amounts are High Tier at $ 4 million and Low Tier at $ 1 million annually for two-year terms . Contract amounts not exercised cannot be rolled over into the next year .
It should be noted that while the City anticipates awarding multiple firms Low Tier and High Tier contracts , the City reserves the right to award any number of contracts it deems necessary , according to the RFQ .
Further , Oakland certified small local business enterprises ( SLBEs ) that seek to perform as-need and specific construction work less than $ 250,000 under the Mandatory Preferred Small Local Business ( MPSLB ) Program ( see below ) may be pre-qualified in the Low Tier . Pre-qualified SLBEs in the Low Tier are considered to be on the MPSLB pre-qualified list for purposes of the MPSLB Program .
