FROM THE PROGRAM ADMINISTRATOR
Welcome to the Fall 2024 issue of the Contractor Technical Assistance Program ’ s ( CTAP ’ s ) Contractor Report ! As we are on the cusp of a new season , we have outlined several opportunities that may be of interest to contractors .
We start off by exploring how Merriwether & Williams Insurance Services ( MWIS ’) May acquisition by HUB International broadens our reach to be able to provide our unique contractor development and bonding programs nationwide , and allows us to offer a wider range of products and services to our clients .
In this issue , we also remind licensed contractors to get on the qualified contractor list for the County of Alameda ; not only is it easy to sign up , but doing so gives contractors a competitive advantage when being considered for projects within the county .
Along the same lines , we review the new RFQ for the City of Oakland for on-call general construction services ; this win-win proposal encourages competitive bidding , cost savings for the City , and a streamlined procurement process . We have also included a story on Oakland ’ s Non-Exclusive Francise ( NEF ) application for trucking companies . The NEF agreement allows trucking companies to be included on the list of authorized haulers provided to all permit holders . Among other advantages , the NEF ensures that environmental best practices are being followed on all Oakland construction and demolition ( C & D ) hauls and permits the City to obtain state-mandated tonnage data on C & D from participating haulers . To accompany the NEF article , we also take a look at the rules for transporting construction and demolition debris . Any company transporting C & D debris is required to obtain a NEF from the City of Oakland , but there are several exemptions , which are outlined in the story . Continuing our spotlight on women in construction and the Rising Sun Center for Opportunity , we ’ ve profiled Opportunity Build program graduate Oshen Turman , whose story inspires us to never give up in the face of adversity . We featured some of Rising Sun ’ s staff and affiliates in our prior issue . We hope that this issue of the East Bay CTAP Contractor Report inspires you to go after new business , new connections , and new contracts !
Sincerely , The Contractor Technical Assistance Program Team 02 - imwis . com
