Create a program of Attention to Indigenous Communities and Groups, setting the following general objective: "To improve the quality and standard of living of indigenous families in the region, respecting and supporting their forms of production, social organization, cultural values, and beliefs, strengthening self-management, collective well-being and community control over its resources, within a framework of harmonious and sustainable development.
