Tie ribbon around one end of the toilet paper tube, leaving
excess paper.

Fill tube with small treats.

Tie a second piece of ribbon around the other end of the
toilet paper tube to close it.
Cut or paper punch tag from the free printable, and secure
with glue or tape runner.
