The committee’s major focus is to improve the legislative
environment and create an effective platform for interaction
within EUROBAK members’ HR community.
Improvement of legislation and law enforcement practice
On January 1, 2017, the Rules and conditions for issuance
and/or extension of permits to engage foreign labor and for
intra-corporate transfers (“Rules”) have entered into force.
The committee representatives have actively participated in
developing and discussing the draft Rules, meeting directly
with Mrs. Duissenova to prevent negative impact of some
provisions of the Rules on attraction of foreign specialists.
As a result of the constructive dialogue, we succeeded in
coming to a satisfactory decision for both parties. EUROBAK
currently continues to cooperate constructively with the
government authorities, including the Ministry of Labor and
Social Protection, on these and other important matters.
Top issues of HR community
Due to the active position of EUROBAK’s HR community,
the committee holds interactive master-classes regularly.
The special value of these events is the open dialogue
and exchange of experience with HR experts substantially
representing all leading sectors of the country’s economy.
Of course, the HR agenda includes labor market trends,
engagement with personnel, building effective system of
intangible motivation of personnel, and competitiveness of
remuneration packages.

• “Current issues of creation and operation of conciliation
commission under the new Labor Code” with a guest
speaker Victoria Trofimovich, the Senior Lawyer of SIGNUM
Law Firm (October 4, 2016).
• “Changes in migration legislation of the Republic of
Kazakhstan” with guest speakers Altynay Tanasheva, the
Senior Associate, and Almira Abraimova, the Senior Manager
of the Ernst&Young Kazakhstan LLP (November 14, 2016).
• “Leadership and top-management compensation
trends” with guest speakers Madina Savina, the Partner,
and Octyabrina Murzagaliyeva, the Manager of the E&Y
Kazakhstan LLP (November 30, 2016).
• Meeting with Tamara Duissenova – the Minister of Health
and Social Development of the Republic of Kazakhstan,
with guests Dinara Tanasheva and Altynay Tanasheva – the
Senior Associate of the E&Y Kazakhstan LLP (December 5,
2016).
• “MBTI: Emotional intelligence as a team management tool”
with a guest speaker Alisher Idrissov, the leading coach of
the EY Academy of Business (two meetings: in 2016 and
March 29, 2017).
• “The main provisions of the migration legislation of
the Republic of Kazakhstan” with guest speakers Dinara
Tanasheva - the Partner and General Director, and Dinara
Salikhzyanova – the Partner of ArborV LLP (April 25, 2017).

of the HR department of VTB Kazakhstan (May 19, 2017).
Plans
Our plans for autumn 2017 besides events on practical
application of the Labor Code, include provision and
payment of maternity leaves, calculation of compensations
to persons living in ecological disaster areas, reporting
on military reservists (clarification of all procedures and
rules), labor dispute discussions, analytics, research and
tools used in HR, automatization of processes, inter-
national trends, research results, XYZ generation – how
to adapt to them, interacting with social networks in HR
(Oracle, Sberbank), motivation of personnel, establishment
of corporate culture (negative / positive examples), as well
as a meeting to discuss the court practice developed for
labor disputes.
In conclusion, I would like to thank the HR community of
the EUROBAK members for supporting the Committee’s
initiatives, engagement and willingness to share their
experience. Thanks to your pro-active position, we have
held more than 10 events and meetings in a period from
June 2016 to May 31, 2017, which covered more than 300
participants in total.
