Voluntary Right to Buy Pilot
Accord agree to take part in the government’s’ Voluntary
Right to Buy Pilot across the Midlands. The funding for this
ended on the 31st March 2020 .
The object of the pilot was to both test the demand for
home ownership but also clearly to facilitate social housing
tenants to buy their home or an alternative one through a
process known as “porting”
As the funding for sales was both capped financially as well
as being time limited, the Government employed a ballottype
mechanism to select potential applicants as well as
setting our eligibility criteria for applicants. In addition
Accord was able to restrict certain properties from sale.
In order to check that Accord had operated the system fairly,
an analysis was undertaken of the demographics of those
customers accepted and rejected as part of the pilot. This
showed:
Of the 328 valid Unique Reference Numbers (URNs) issued
to Accord customers through the government’s ballot, 210
(64%) were from BAME applicants.
