United Kingdom – Scotland: Consent from Hazardous Substance Authority required to store heavy fuel
oils. As of 29 March 2014, heavy fuel oils (HFO) are reclassified as a petroleum product under the “Town
and Country Planning (Hazardous Substances) (Scotland) Regulations 1993”, and facilities that store more
than 2 500 tonnes of HFOs will be required to gain consent from the Health and Safety Executive to do
so. The Town and Country Planning (Hazardous Substances) (Scotland) Amendment Regulations 2014
S.I.51 amend the Town and Country Planning (Hazardous Substances) (Scotland) Regulations 1993 to
implement Article 30 of Council Directive 2012/18/EU.

Introduced System on the Special Evaluation of Working Conditions and the Methodology for the
Performance of the Evaluation. As of 8 April 2014 specially accredited organisations which are to perform
special evaluation of working conditions (SOUT), must use the methodology adopted by Order No. 33n
of 24 January 2014. The performance of SOUT is required for all employers as of 1 January 2014. The
concept of the SOUT has been introduced by Federal Law No. 426-FZ of 28 December 2013. The adopted
