Knowing that Israel would never
agree to these terms, Mahmoud Abbas
made the decision to forsake negotiations and to appeal to the United
Nations. He openly declared that the
Palestinians would apply for membership in the UN on September 23, 2011,
at the 66th General Assembly of the
UN. When it became obvious that this
was Abbas’ intended course of action,
Israel and the US began to marshal opposition to Palestinian membership in
the United Nations. The US indicated
that, if necessary, it would use its veto
power at the UN Security Council to
prevent approval of the Palestinian
application. However, the US disliked
using its veto and was able to muster
the required eight votes on the UN
Security Council required to defeat
the measure.
On the same day, September 23,
2011, that the Palestinian application was rejected, the International
Community issued a new invitation to
negotiation to the Palestinians and Israelis. A very aggressive timetable was
set, calling for a total peace agreement
to be concluded by December 2012.
