The number of Electrical Installation Condition Reports ( EICRs ) is set to grow as a result of an increase in demand from the Private Rented Sector . This follows pressure from the government as it looks to improve electrical safety in this area of housing . The standard of electrical safety in private rented homes is particularly poor and the government now realises that more needs to be done to improve this .
The Housing and Planning Act 2016 introduced a clause which gave the government powers to introduce electrical safety standards in the private rented sector through secondary legislation .
For this reason , there has been a lot of discussion surrounding the introduction of mandatory EICRs .
An EICR shows if the electrical installation is in a satisfactory or unsatisfactory condition and the form includes a list of observations relating to the installation ’ s safety or aspects that may require improvements .
An EICR will be unsatisfactory if it has any of the following observations classified as :
• C1 - ( dangerous )
• C2 - ( potentially dangerous )
• FI - if the need for Further Investigation is identified .
Only where there are no observations – or those classified as C3 are identified – can the installation be deemed to be satisfactory .
There is much confusion among the non-electrically trained as to what constitutes a satisfactory EICR and how to read and interpret them as they are often lengthy and technically detailed documents .
Following an unsatisfactory EICR , there is no means of providing the customer with an overall satisfactory installation record following the certification and completion of any required works .
This issue has led to NAPIT creating an Electrical Installation Safety Record Summary ( EISRS ) to bring together all the elements to ensure safe electrical installations .

Electrical Installation Safety Record Summary
The EISRS acts as a simple one-page document which provides clear and concise information regarding the outcome of an EICR and defines what further actions need to be taken .
Through the EISRS , customers are able to demonstrate that they have carried out the rectification works highlighted by the EICR on their property . This includes completing the electrical certificates necessary to show compliance with BS7671 .
The EISRS provides an easy to understand cover sheet for an EICR and a way for an unsatisfactory EICR to be married up with the certification following the successful completion of all required works ( C1 , C2 and FI observations ).
Following on from this , the customer will be able to use the EISRS as evidence to prove that they have carried out an EICR on their property and that any required rectification work has been completed .
How to complete the EISRS
The EISRS is split into two parts . The first ( Sections 1 , 2 and 3 ) are always completed by the electrical inspector who undertook the EICR and it provides a summary of the condition of the installation in terms of electrical safety and shows :
• the EICR is satisfactory
• the recommended date for the next EICR .
In the case of an unsatisfactory EICR the second ( Sections 4 and 5 ) only requires completion by the registered electrical competent person who undertook the required rectification work , if the EICR was unsatisfactory , and the correct electrical certification has been issued .
This will verify that ‘ all observations Dangerous , Potentially Dangerous and Further Investigation ( C1 , C2 , and FI ) have been investigated , completed , certified and that the installation is safe for continued use ’. The following information is also required :
• Electrical Installation Certificate ( EIC ) or Minor Works ( MW ) Certificate numbers ( or both ) issued for the remedial work completed
• Installer ’ s name , business details and registration number
• The date work was completed
• The recommended date for the next EICR
So in theory it makes it possible that two people can complete the two parts of the summary .

When to use the form
NAPIT envisages that the EISRS should be used following the completion of EICRs to provide a clear summary of an EICR ’ s outcome .
Alongside this , the safety record summary will show when an unsatisfactory EICR has had the observations Dangerous , Potentially Dangerous , Further Investigation ( C1 , C2 , and FI ) remedied with appropriate electrical certificates .
Conclusion
