Brandy Kelso received a bachelors and masters degree in Civil Engineering from Arizona State University . She spent the first 8 years of her career working as a consultant on a variety of projects including pump stations , large diameter pipelines , and water treatment facilities . She then moved to the municipal side of the business when she joined the City of Phoenix Water Services Department in 2003 . She has worked in various positions at the City of Phoenix and is currently the Assistant Water Services Director over the Water Utility , which includes Water Production , Distribution , Meters , and Water Engineering . Brandy is a long-standing member of AZ Water and has served in various capacities including secretary , treasurer , and AWWA Section Director . She is currently serving as the AZ Water President and AZ AWWA Chair .
