In 2016 , our goal of the Leadership Summit is to inspire our attendees to build and continue to strengthen their leadership skills . This year ’ s event promises to have powerful and insightful sessions , will offer many opportunities for attendees to learn from nationallyrecognized speakers and also the opportunity to network with each other and celebrate the profession of school leadership .
ACSA ’ s 2016 Leadership Summit will have something for everyone . Whether you ’ re new to the profession or a seasoned veteran of education , this event will sharpen your focus to our changing world . October has been declared National Principals Month by the National Association of Elementary School Principals , the National Association of Secondary School Principals , and the American Federation of School Administrators . The celebration coincides with California ’ s Week of the School Administrator , Oct . 10-14 .
Congressional resolutions , S . Res 552 and H . Res 781 highlight the important work of K-12 principals and encourage the nation to honor their school leaders . NAESP and NASSP are launching a month-long schedule of activities to recognize principals , and invite you to join the celebration . ACSA is working on a social media campaign that ’ s expected to included prize incentives .
The three national associations are urging schools to use this as an opportunity to express gratitude to the many hard-working school principals , and to share with local communities the great work that principals do .

And the NAESP website offers a sample resolution school boards or city councils can pass to honor principals . Visit www . naesp . org / celebrating-national-principalsmonth .
On a related noted , NAESP will honor school site leaders from across the nation in its National Distinguished Principals program , Oct . 6-7 in Washington , D . C ., including California NDP Marcia Reed of 186th Street Elementary School in Los Angeles Unified School District .
In California , Section 44015.1 of the Education Code reads : “ In observance of the importance of educational leadership at the school , school district and county levels , the second full week in the month of October of each year shall be designated as Week of the School Administrator . Schools , school districts , and county superintendents of schools are encouraged to observe the week with public recognition of the contribution that school administrators make to successful pupil achievement .”

Bills watched as signing deadline looms

With the close of the legislative session Aug . 31 , bills have either proceeded to the governor ’ s desk or failed to pass the Legislature . Following are a few key bills that ACSA Governmental Relations has been working on .
The GR team is planning a comprehensive year-end report to be released after the Sept . 30 signing deadline .
Assembly Bill 2835 , Cooper , D-Elk Grove . Public employees : orientation and informational programs : exclusive representatives . Status : did not pass Legislature . This was a significant victory for ACSA . The bill would have required districts to provide 30 minutes for exclusive representatives of each union to address members within the first half of employee orientation . The bill would have mandated employee time away from the classroom and took a one-size-fitsall approach covering all public employee unions , not taking into account unique circumstances of public schools .

State Board seeks to fill advisory group vacancies

The State Board of Education is looking for applicants to fill vacancies on the Advisory Commission on Charter Schools , Child Nutrition Advisory Council and California Practitioners Advisory Group , as well as the 2017-18 student board member .
The role of the Advisory Commission on Charter Schools is to advise the SBE on all aspects of its duties under the Charter Schools Act of 1992 .
The California Practitioners Advisory Group seeks a superintendent or other administrator to provide input on ongoing efforts to establish a single coherent local , state and federal accountability system . The advisory committee serves as the state ’ s committee of practitioners under federal Title 1 requirements .
The Child Nutrition Advisory Council has two vacancies representing classroom teachers and / or curriculum coordinators . The SBE encourages applications from individuals with strong knowledge , experience and interest in child nutrition .
The CNAC provides proactive leadership in health and nutrition for California youth , including recommending plans and guidelines for school and child care meal
legislative victory on an ACSA-sponsored bill authorizing a public agency that posts a public record on its website to refer requests to inspect or obtain the record to the agency ’ s website , as specified .
AB 2197 , Garcia , D-Coachella . Status : on governor ’ s desk . Unemployment insurance : classified employees . This bill permits classified school employees to be eligible to collect unemployment insurance benefits between school years with or without a reasonable assurance of being employed in the next year . ACSA position : Oppose
AB 2248 , Holden , D-Pasadena . Teacher credentialing : out-of-state trained teachers : English learner authorizations . Status : signed by governor . Current law requires the Commission on Teacher Credentialing to issue authorizations for a teacher to provide specific services to limited-English-proficient pupils , if certain minimum requirements are met . This bill provides that a teacher who possesses any of several specified California credentials or permits , and who is able to present a valid out-ofstate credential or certificate that authorizes content instruction delivered in a pupil ’ s primary language , may qualify for that authorization via application and fee to the CTC . ACSA Position : Support
Senate Bill 1072 , Mendoza , D-Artesia . Schoolbus safety : child safety alert system . Status : on governor ’ s desk . This bill would require that school safety plans include procedures to ensure a pupil is not left unattended on a bus , and sets standards for designating an adult chaperone , other than the driver , to accompany pupils on a school activity bus . The bill would additionally require a charter school to prepare this plan . ACSA Position : Approve
SB 1343 , Wolk , D-Davis . Pupils : intradistrict transfer of pupil convicted of violent felony or misdemeanor . Status : signed by governor . Authorizes school district governing boards to transfer pupils convicted of violent felonies or designated misdemeanors if a victim is enrolled at the same school . A parent notification process is included . ACSA Position : Support .

The start of a new school year brings challenges , opportunities and fresh starts . I am reminded of the purpose of the Equity Committee “ To build the capacity and cultural proficiency of all leaders throughout the state of California …” Our state , which has tremendous diversity on so many levels , from race , ethnicity to wealth and poverty and all combinations in between , requires that we have educational leaders who are willing to take the courageous steps needed to address the shortcomings of our educational system .
We need to look within ourselves and ask the hard questions : Are we doing all we can to assure that every student succeeds ? Am I willing to speak up when no one else will ? Do our vision statements and school learning outcomes really apply to every student ; if not what are we doing to make it so ?
I would like to offer up a challenge to every school leader to have the courage to take the next step in creating an equitable learning environment for their students . Regardless of what stage you are in the process of building and providing an equitable learning environment , continue to take the next step and the next one after that . I look forward to the start of a new school year because of the opportunity it represents and because I am willing to ask the hard questions and take the difficult steps to address the inequities of opportunity , access and achievement . I will take the necessary steps to build my own cultural proficiency and those around me .
The journey to cultural proficiency requires guidance . ACSA provides a multitude of tools for you to utilize on the equity journey . We offer academies , networking events , online PD courses , equity institutes , Twitter chats and an equity tool kit . From this menu of services , both the beginning administrator and the seasoned veteran can find something that fits both their needs and their time constraints . There is no excuse for not taking the next step . I know that without these tools my own personal journey would have been much harder .
There are many other quality programs and institutes that also offer insights , training and further access to our work in the field of cultural proficiency . You may have read Nicole Anderson ’ s summary of the Cultural Proficiency Institute in the Aug . 15th issue or perhaps Marco Nava ’ s review of the Museum of Tolerance in our June 13th issue .
For some of us who are in rural areas of the state , finding anything that is accessible within our geographical area and or time constraints can be very challenging . Seek out local resources and build partnerships within your own community . After all , we are all working toward a common goal : educating students so that they are career and college ready when they finish their K-12 education . When we fail to provide an equitable education to all students , we fail them for the rest of their lives .
