AB 1196 , Harper : This bill would specify that the term of a bond used for purposes of furnishing and equipping classrooms shall not exceed 120 percent of the average reasonably expected economic life of the furnishings and equipment .
AB 1253 , Cooley : This bill would require citizens oversight committees to conduct active and in-depth investigations concerning the expenditure of bond revenues . The bill would require oversight committees to perform several functions that are optional under existing law , including receiving and reviewing copies of specified audit documents and plans , and performing specified inspections of school facilities and grounds . The bill would specifically require citizens oversight committees to review the school district ’ s employment of professional firms for the conduct of bond issues and expenditures of the proceeds of bond issues .
Charter schools
AB 406 , McCarty : This bill would prohibit a charter school from entering into a contract or agreement with a for-profit entity to manage or operate a charter school .
AB 950 , Rubio : This bill would authorize a charter school petitioner that has been granted its charter by appeal to the State Board of Education to submit a petition for renewal directly to the SBE .
AB 1224 , Weber : This bill would establish the Chartering Authority Pilot Program under which the SBE would be authorized to select up to five county boards of education with demonstrated authorizing and oversight capacity to authorize and oversee up to 10 additional charter schools each .
AB 1478 , Jones-Sawyer : This bill would expressly state that charter schools and entities managing charter schools are subject to the Brown Act , unless the charter school is operated by an entity governed by the Bagley-Keene Open Meeting Act , in which case the charter school would be subject to the Bagley-Keene Open Meeting Act . This bill would expressly state that charter schools and entities managing charter schools are subject to the Political Reform Act of 1974 , and must adopt a conflict-ofinterest code .
SB 808 , Mendoza : This bill would repeal those provisions authorizing a county board of education or the SBE to approve a petition to establish a charter school and would specify that a petition may be submitted only to the school district the boundaries

Curriculum and instruction
AB 643 , Frazier : This bill would state the intent of the Legislature to enact legislation that would require high school curriculum to teach pupils to recognize the signs of an abusive relationship .
AB 1025 , Rubio : This bill would prohibit the average class enrollment for each school site in kindergarten and grades 1 to 5 , inclusive , excluding charter schools , from exceeding 24 pupils . To the extent that this provision would create new duties for local educational agencies , it would constitute a state-mandated local program .
SB 583 , Stone : This bill would add a course in financial literacy to the list of courses a pupil is required to complete to receive a diploma of graduation from high school on and after Jan . 1 , 2019 .
English Learners
AB 81 , Gonzalez Fletcher : This bill would require the notice of assessment of a child ’ s English proficiency to include specified additional information , including whether a child is a long-term English learner ( EL ) or is an EL at risk of becoming a long-term EL . The bill would require a school district to provide a notification letter to a pupil ’ s parent or guardian at the time a home language survey is provided that explains the purpose of the home language survey and the procedures for identification and reclassification of ELs .
SB 463 , Lara : This bill would establish criteria for the reclassification of English language learners . It would include an assessment of English language proficiency ; a teacher evaluation of a student ’ s curriculum mastery ; a parental opinion and consultation ; and a comparison of the student ’ s performance in basic skills against an established range of performance . It would also establish a teacher / administrator team to meet regularly and assess the proficiency and performance of ELs ; develop procedures to monitor student performance for four years after being reclassified as English proficient ; and review the procedures in place for ELs in special education .

Employer-employee relations
AB 52 , Cooper : This bill would require public employers to provide all employees an orientation . The bill would also require these public employers to permit the exclusive representative , if applicable , to participate .
AB 168 , Eggman : This bill would prohibit an employer , including state and local government employers , from seeking salary history information about an applicant for employment . The bill would require an employer , except state and local government employers , upon reasonable request , to provide the pay scale for a position to an applicant for employment .
AB 500 , Gomez : This bill would require a local educational agency to maintain an employee code of conduct with pupils and provide a written copy of the code of conduct to the parent or guardian of each enrolled pupil at the beginning of each school year and to post the code of conduct , or provide a link to it , on the schools ’ website .
AB 568 , Gonzalez Fletcher : This bill would require a school district to provide for leave of absence from duty as it deems appropriate for a female employee in the classified service of the district who is required to absent herself from her duties because of pregnancy or convalescence following childbirth . The bill would also require the governing board of a school district , and the governing board of a community college district , to provide in the rules and regulations that the leave granted shall be with pay .
AB 621 , Bocanegra : This bill would authorize a classified employee of a school district that does not pay the annual or monthly salaries of its classified employees in 12 equal monthly payments to participate in the Classified School Employees Summer Furlough Fund . The bill would require school districts to deposit the amounts withheld from the paychecks of a participating classified employee in accordance with that employee ’ s choices in an account within its general fund , to be known as the Classified Employees Summer Furlough Fund .
Teacher pipeline
AB 169 , O ’ Donnell : This bill , subject to an appropriation of funding by the Legislature , would establish the Golden State Teacher Grant Program , to provide a grant to each student enrolled in an approved teacher credentialing program who commits to working in a high-need field , as defined , for four years after he or she receives a preliminary teaching credential . The bill would require a grant recipient to agree to repay the grant to the state in specified circumstances .
AB 234 , Steinorth : This bill would express the intent of the Legislature to restore the funding for the Assumption Program of Loans for Education to its 2011- 12 fiscal year level . The bill would appropriate $ 5 million from the General Fund to the California Student Aid Commission for the funding of warrants for the assumption of loans under the program for the 2017-18 fiscal year .
AB 410 , Cervantes : This bill would prohibit a school district , county office of education , or charter school from charging a fee to a beginning teacher to participate in a beginning teacher induction program . The bill also would prohibit a local educational agency from charging a fee to a beginning teacher to participate in an alternative program of beginning teacher induction program that it provides .
SB 436 , Allen : This bill would establish the California STEM Professional Teaching Pathway for the purpose of recruiting , training , supporting , and retaining qualified science , technology , engineering , and mathematics professionals as mathematics and science teachers in California .
SB 577 , Dodd : This bill would authorize a community college district to offer a teacher credentialing program of professional preparation that meets specified requirements , including that the program has been accredited by the Commission on Teacher Credentialing ’ s Committee on Accreditation on the basis of standards of program quality and effectiveness .
AB 170 , O ’ Donnell : This bill would no longer require , for issuance of a multiple subject teaching credential or a preliminary multiple subject teaching credential , that the baccalaureate degree be in a subject other than professional education .
AB 226 , Cervantes : This bill would require the CTC to grant or deny an application for a credential within seven days of the date that the commission received the application if the applicant supplies the commission with evidence that the applicant is married to , or in a domestic partnership or other legal union with , an active-duty member of the Armed Forces of the United States .
AB 681 , Chau : This bill would authorize the CTC to determine that the national standards for coursework , programs , or degrees in a country other than the United States are equivalent to those offered by a regionally accredited institution in the United States . The bill would provide that , if the CTC determines that the other country ’ s national standards are equivalent , an individual who holds or is eligible for a credential in that country is presumed to have satisfied specified requirements for obtaining a credential .
AB 1051 , Chavez : This bill would require the CTC to grant or deny an application for a credential within 14 days of the date that the commission received the application if the applicant supplies the commission with evidence that the applicant is married to , or in a domestic partnership or other legal union with , an active-duty member of the Armed Forces of the United States who is assigned to a duty station in this state , as provided , and holds a valid teaching credential in another state , district or territory of the United States .
SB 807 , Stern : This bill would allow a credit under the Personal Income Tax Law in an amount equal to the costs paid or incurred by a qualified taxpayer , as defined to include specified teachers , to earn a clear credential . This bill would provide an exclusion from gross income for qualified income received for specified educational work .
Reserve cap
AB 235 , O ’ Donnell : This bill would exempt basic aid school districts , unified school districts with ADAs below 1,501 , high school districts with ADAs below 301 , and elementary districts with ADAs below 901 from the restrictions imposed on schools regarding district reserves .
SB 751 , Hill : Among including various provisions , this bill would amend the existing reserve budget cap law to apply only to unassigned ending balances , would set the cap at 17 percent , and would exempt any district below 2,501 ADA .
SB 590 , Moorlach : This bill would repeal the existing budget reserve cap restrictions .
Special education
AB 312 , O ’ Donnell : This bill expresses the intent of the Legislature to phase in equalization of Special Education Local Plan Area funding , commencing with the full implementation of the LCFF . The bill also includes the intent to provide all LEAs with necessary funding to provide high quality preschool programs for children with disabilities .
AB 1449 , Muratsuchi : This bill would amend the LCFF to include a special education grant add-on , in addition to the base , supplemental and concentration grants .
Water
AB 305 , Arambula : This bill would amend the school accountability report card to include an assessment of the drinking water access points at each school site , as specified . The bill would require CDE to compile the assessments and transmit them to the State Water Resources Control Board .
AB 567 , Quirk-Silva : This bill would require a school district to ensure that every drinking water fountain at each school under its jurisdiction is equipped with both a water fountain and a spigot , or a combination water fountain and spigot , for filling water bottles .
Suspensions and expulsions
SB 607 , Skinner : This bill would eliminate existing law relating to disrupting school activities or willfully defying school personnel as being an act for which a student might be suspended or expelled .
