Perris Union High School District has added two people and promoted a number of others to their management team . Kirk Skorpanich has been appointed assistant superintendent of Human Resources , while James Holmes was hired as a program specialist . In addition , Candace Reines moved up from assistant superintendent to deputy superintendent , Business Services . Dian Martin and Charles Tippie both were promoted from coordinators of Educational Services to directors of Learning Support Services . And Michael Slipich moved up from supervisor to assistant director of Maintenance and Operations .

Millbrae School District announced the appointment of Mark Zabzdyr as assistant principal of Taylor Middle School . Zabzdyr has been serving as the dean of students for the past three years . The district also announced that Christina Spicker has been named as the new principal of Lomita Park Elementary School .

Goleta USD announced that Donna Lewis will be the next superintendent , replacing William Banning , who retired . In addition , David Simons was named the assistant superintendent , Human Resources , moving from his position as the director

At Ventura COE , Teri Gern was named the chief human resources officer , moving from her position as the director of Certificated Human Resources with Oxnard ESD . Julie Judd was named the chief technology officer after having served in the same position with Ventura USD . Darlene Avalos was named the director of Human Resources moving over from the same position with Carpinteria USD .

Nancy Vaquero retired from her position as assistant principal at Anacapa Middle School . Suzanne Guthrie retired from her position as assistant principal at Cabrillo Middle School . Danielle Cortes was promoted from principal of Will Rogers Elementary School to director of TK-5 Curriculum and Instruction . And Greg Bayliss was named director of Secondary Education / CTE moving from his position as principal of Nordhoff High School in Ojai USD .

Diverting funds continues to be a charter concern

The NAACP continues to oppose privatization of public schools and public funding of for-profit charter schools , including calling for a moratorium on charter expansion and the strengthening of oversight .
“ The NAACP has been in the forefront of the struggle for and a staunch advocate of free , high-quality , fully and equitablyfunded public education for all children ,” said Roslyn Brock , chair of the national board of directors of the nation ’ s oldest and largest nonpartisan civil rights organization . “ We are dedicated to eliminating the severe racial inequities that continue to plague the education system .”
The national board ’ s decision to ratify its moratorium resolution reaffirms prior resolutions regarding charter schools and the importance of public education , Brock said . A 2014 resolution , “ School Privatization Threat to Public Education ,” opposed privatization and charter schools on the grounds that they are not subject to the same accountability and standardization of qualifications / certification of teachers as public schools and divert already-limited funds from public schools .
The more recent moratorium seeks to halt charter expansion until such time as :
• Charter schools are subject to the same transparency and accountability standards as public schools .
• Public funds are not diverted to charter schools at the expense of the public school system .
• Charter schools cease expelling students that public schools have a duty to educate .
• Charter schools cease to perpetuate de facto segregation of the highest performing children from those whose aspirations may be high but whose talents are not yet as obvious .
Historically the NAACP has been in strong support of public education and has denounced movements toward privatization that divert public funds to support nonpublic school choices .
“ We are moving forward to require that charter schools receive the same level of oversight , civil rights protections and provide the same level of transparency we require of traditional public schools ,” Brock said . “ Our decision is driven by a long-held principle and policy that high quality , free , public education should be afforded to all children .”
The organization remains concerned that many children attend traditional public schools that are inadequately equipped to prepare them for the innovative environments they will face as adults .
“ Underfunded and under-supported , these traditional public schools have much work to do to transform curriculum , prepare teachers , and give students the resources they need to have thriving careers in a technologically advanced society that is changing every year ,” according to the recent resolution . “ There is no time to wait . Our children immediately deserve the best education we can provide .”
