change that characterized the Ventura USD ,” Bailey said . “ The district became known as the place where everyone was celebrated , doors were opened for all , and where everyone was treated with dignity and respect .”
Bailey finds inspiration in his work with a focus on the future he is helping to shape .
“ If we are going to make changes in the world we live in , we need to start by showing today ’ s children that intelligence , kindness , and caring for each other will reap great rewards for everyone . Children need to know that they can make a difference and the adults in their lives need to show them how .”
During retirement and during his years as a director of Classified Human Resources , Bailey has worked diligently to continue his own growth and to act in service to others .
“ I had the benefit of some amazing mentors , who helped me through the entry level stages , taught me so very much , helped me fix my inevitable mistakes , and encouraged me to grow and progress ,” he said .

Bailey has served as a workshop presenter and participant at the ACSA Leadership Summit , Mid-State Conference , ACSA Equity Institutes , the ACSA CEL Institute and North Ventura Charter professional growth workshops and provided professional development training on LGBTQ issues to Lynwood USD .
Bailey has also served as an ACSA Personnel Academy Instructor , offering intensive training to fellow ACSA leaders . Bailey is the Lead Ambassador for Region 13 and an active member of the Region 13 Board . At the charter level , he is also a member of the North Ventura Charter Board and handles the charter ’ s communications network . Through it all , he continues to act as a mentor as well , working with local Classified HR administrators .
When asked about his accomplishments , Bailey is clear on what his is most proud of and what he is looking forward to in retirement .
“ I am proud of the fact that throughout my career I was recognized for my knowledge and skill , as well as for my ethics ,” he said . “ I am equally proud of the fact that I was able to bring to my districts a knowledge of and acquaintance with an openly gay man , who not only valued each and every person , but encouraged everyone to pursue their goals and dreams . I am also proud to have been a part of the effort to increase classified membership in ACSA , always reminding the organization that classified managers represent the largest untapped membership pool .
“ I am also so very thankful for my 35- year relationship with my partner Michael Tapia – and our 10-year legal marriage – who has been by my side throughout the majority of my career and without whom I could not have done many of the things I have . As to the future , I look forward to continuing as an Ambassador for ACSA and encouraging new members to take an active role . And continuing as a part of the equity movement , championing LGBTQ administrators , teachers , students and parents .”
Bailey credits his participation in ACSA with supporting his career .
“ ACSA helped me have a voice and that is something classified staff rarely has the opportunity to use ,” he said . “ ACSA was , and is , empowering .”
He also points out that as a mentor , he is able to continue to engage and provide support for leaders and be a vital part of the equity effort . ACSA leaders are able to benefit from Bailey ’ s experiences and he was able to expand his network .
