CTC addresses mis-assignments , induction

California Commission on Teacher Credentialing Liaison Doug Gephart submitted the following report , following the December CTC meeting .
Assignment monitoring
The latest certificated assignment report reveals positive outcomes in several categories , as human resource departments statewide strive to align teacher assignments with the appropriate teaching authorizations .
Mis-assignments are predominantly in secondary schools , where teachers may have more than one subject assignment over the course of a multi-period teaching day . A mis-assignment is one or more teaching period for which a teacher does not possess the appropriate teaching authorization . Highlights of the report include :
• More than 84 percent of all teaching mis-assignments were found to occur at the secondary school level , with approximately 49 percent of mis-assignments identified at the high school level and 35 percent at the middle school level
• Total number of mis-assignments decreased by 9,027 assignments .
• Special education accounted for 27 percent of the total mis-assignments .
• English learner instruction misassignments decreased by almost 84 percent following the increased focus after the Williams settlement in 2004 .
Initial institutional approval
The University of California , Merced joins a growing list of institutional approvals to offer General Education Multiple and Single Subject Preliminary Credential programs . In this instance , the University Extension program will provide oversight and ensure the program incorporates clinical placements in districts that reflect the cultural , ethnic and socio-economic diversity of the San Joaquin Valley .
UCM Extension is currently in partnership discussions with the following districts : Atwater ESD , Ballico-Cressey ESD , Delhi Unified School District , Dos Palos-Ora Loma Joint USD , El Nido ESD , Gustine USD , Hillmar USD , Le Grand Union SD , Livingston Union ESD , Los Banos USD , McSwain Union ESD , Merced City ESD , Merced River Union ESD , Plainsburg Union ESD , Planada ESD , Snelling- Merced Falls ESD , Weaver Union SD and Winton ESD .
Grant programs The CTC administers two state-funded grant programs , provides oversight for a third , and consults on a fourth program :
• Classified School Employee Teacher Credentialing Program ( administers );
• Integrated Teacher Preparation Program ( administers );
• California Center on Teaching Careers ( oversight ); and
• Center on Teaching Careers ( CalEd ) ( consults ).
Together , these grant programs help to recruit and support the preparation of more individuals into the teaching profession , provide expanded and streamlined options for earning a California teaching credential , support induction of teachers and principals into the profession , and support the continued professional learning of teachers , principals and other school leaders .
• California Classified School Employee Teacher Credentialing Program : The grant program provides up to $ 4,000 per participant , per year , for up to five years . The local education agencies use these funds to support tuition , fees , books and related services for participating classified staff . The program is designed to address the state ’ s teacher shortage in math , science , special education and bilingual education , and support those classified school employees who are already working in school settings .
• Integrated Teacher Preparation Program : In 2016 , the Legislature authorized funds for the planning of a new or adapting an existing undergraduate Integrated Teacher Preparation Program , whereby students earn both a bachelor ’ s degree and a Multiple or Single Subject teaching credential in four years . Grant priority is provided for four-year integrated programs that produce credentialed teachers in the areas of special education , math , science and / or bilingual education , and partner with a California community college to develop a four-year integrated program of professional preparation .
• California Center on Teaching Careers : Through this one-time grant , the state seeks to address the teacher shortage by launching a recruitment and resource center for teacher candidates and others who are considering a teaching career . The Tulare County Office of Education was awarded the single , three-year grant to establish the center . The center is based at TCOE and will serve the state through six satellite centers based at the Los Angeles , Riverside , San Diego , Shasta , Sonoma and Ventura county offices of education .
• CalEd Program : In July 2017 , the Legislature established the California Educator Development competitive grant program to promote principal and other
school leader preparation and professional development efforts , as well as teacher recruitment , support and professional development efforts . Of all the funds authorized for this program , 70 percent is available to support grants focusing on the preparation , induction and support of principals and other school leaders .
CalTPA field test
The CTC is in the process of updating the California Teaching Performance Assessment that commenced with 24 programs and 250 candidates participating in a pilot test . All participating candidates were required to meet expected performance levels established by the commission for two separate instructional cycles :
• Learning about Students and Planning Instruction represents a complete teaching cycle for one content-specific lesson that candidates develop and teach within a school placement .
• Assessment-Driven Instruction represents a complete teaching cycle emphasizing the interaction between standards , assessment and instructional decision making .
Candidates will complete the instructional cycles at two different times during a candidate ’ s preliminary program and are required to pass both of the cycles of instruction . This structure supports an educative quality of the performance assessment , while modifying and maintaining the original structure of the CalTPA .
During the summer of 2017 , CTC staff , Evaluation Systems staff , and the CalTPA Design Team substantially revised the scoring rubrics used in the pilot . In place of the original eight holistic rubrics developed for each cycle , analytic rubrics were developed for each instructional cycle resulting in the development of 11 analytic rubrics for Cycle 1 and 12 analytic rubrics for Cycle 2 .
All programs are required to ensure that each candidate is prepared , provided the opportunity to practice , and assessed on the revised TPE starting in September 2017 . The commission ’ s CalTPA Design Team will continue to work with CTC and ES staff to revise the CalTPA based on findings from the field test in preparation for operational administration in 2018-19 .
Teacher induction
In October 2016 , the CTC , as part of strengthening and streamlining the accreditation process , adopted a unitary set of program standards that governs induction for both general education and special education teachers . In doing so , the CTC recognized that a high quality , job-embedded mentoring program is the most effective means of delivering support and assistance to new teachers regardless of credential area .

Schools recognized as National Title 1 Distinguished Schools

Two California schools received national recognition for achievement in 2017 . Ulloa Elementary School in San Francisco and Alvarado Elementary School in Signal Hill are two of up to 100 schools being recognized as National Title 1 Distinguished Schools .
“ Congratulations to Principal Carol Fong and Principal Lucy Salazar , as well as all the teachers , administrators , staff , school board members , parents , classified employees , and students for these schools ,” said Superintendent of Public Instruction Tom Torlakson . “ They are all examples of aiming high , achieving goals , and continuing to move forward and upward – the California Way .”
A project of the National Title 1 Association , the National Title 1 Distinguished Schools Program publicly recognizes qualifying Title 1 schools for the outstanding academic achievements of their students . Beginning in 1996 , the program has highlighted hundreds of schools with exceptional student performance , as well as schools closing the achievement gap between student groups .
Title 1 is the cornerstone of the Elementary and Secondary Education Act , the largest federally funded pre-college education program in the United States . It provides funding to school districts across the country to aid in the education of economically disadvantaged students .
The National Title 1 Association is a membership organization made up of Title 1 directors from each of the states and territories , who are charged with managing their state Title 1 programs to ensure compliance with federal regulations and to ensure that all children – especially those living in economically disadvantaged conditions – have the opportunity to receive a high quality education .
