INTRODUCTION
Transformational leadership refers to taking
initiatives towards complete change in the roles
and overall approach. It refers to initiatives
towards influencing others towards positive
soc ial development. Transformat ional
leadership is applicable to both individuals and
organizations. When an individual is taking up
transformational leadership, the role is that of
influencing others towards creating such
measures which can help in the overall
development of the organization through team
building, concept development and positive
initiatives. When we talk about organizational or
institutional leadership, we refer to the role of
the organization / institution towards the overall
environment. Here we refer to transformational
leadership as the role of Indian government in
the overall economic development and in
international scenario through its policy
initiatives.

Governments are supposed to be a symbol of
leadership; however, most governments end up
being a bureaucratic institution. They are not
able to undertake major changes in their
working. Governments need a major shift, if they
have to improve their impact. This requires a
change in their overall policy framework and
overall working style. Change in governance
calls for change in the overall policy framework.
Thus, there is a need of policy shift for the
transformation of governance. Governments
need to revise their working systems and
introduce new methods of working. This has
been implemented in many governments and
