The conference opened with a breakfast keynote address
from Senator Rand Paul (R-KY). Senator Paul spoke about his
support for the EB-5 program and the need for its improvement through immigration reform and encouraged advocacy
for programs that create jobs and foster economic growth. The
senator has a history of promoting economic stimulus. In 2013,
Senator Paul and fellow Kentucky Senator Mitch McConnell
introduced the Economic Freedom Zones Act, which promotes
small business growth in economically challenged areas. Senator
Paul further discussed the need for programs like the EB-5 visa
to strengthen the American economy.

During lunch, Congressman Jared Polis (D-CO), author of
the American Entrepreneurship and Investment Act of 2015,
spoke about program advocacy and improvements through legislation. Congressman Polis’ speech focused on the importance
of permanent reauthorization and the passing of reforms that
would allow the program to thrive.
The conference was a breeding ground for new ideas to
improve the program. Panelists and attendees discussed strategies to address permanent reauthorization and the types of
improvements brought up by Senator Paul and Congressman
Polis. Congressman Polis spoke on a panel after his speech,
discussing the path to effective, positive EB-5 legislation. After
voicing his continued support for the EB-5 program at the conference, Congressman Polis formally introduced the American
Entrepreneurship and Investment Act of 2015 to the House of
Representatives on Jan. 28.
